A stablecoin has an issuer model
USDC is a dollar-referenced token issued by Circle. Circle publishes reserve information and independent assurance materials. Those documents are useful evidence about the stated reserve arrangements at their reporting dates. They do not turn an exchange balance into a bank account or make every third-party service using USDC endorsed by Circle.
Redemption is not the same as a screen quote
Circle’s terms distinguish eligible registered users who can redeem directly from other holders. Access depends on current account eligibility and terms. A secondary-market quote can differ from the intended dollar reference, and a platform can add its own delays, fees or restrictions. Read the current issuer terms rather than inferring your rights from the token’s name.
Include restrictions in the model
Circle’s terms describe blocklisting powers and circumstances that can restrict transfers or redemption. Its reserve page and terms answer different questions: backing, eligibility and operational control must all be considered. In a fictional treasury comparison, write how a supplier would receive usable funds if a platform, chain or redemption route became unavailable. This is an educational analysis, not a recommendation to hold a stablecoin or a substitute for professional advice about a particular legal claim.
